Yes, yes, he definitely is....there are lots of stories about "Radio" (that was what we dubbed him at work b/c he carries around the large juke box and dances to it at different intersections). He isn't quite all "there" and he walks to Jax from either Richlands or Stella I can't remember --it is about a 10-15 mile walk!!! He's been around here for years doing this. If you wave or honk he'll wave back with a big grin. I'm not sure if he was ever in the military though.
